I realize this isn't the kind of suggestion you were probably seeking, but Lisbon is the place for your most comfortable and sure-footed shoes. The hills are steep and the sidewalks covered in slippery tiles.
The Washington post restaurant critic swears by the culinary backstreets tours. Lisbon is a city they cover. We did one in Mexico City and it was terrific.
+1 for Culinary Backstreets. We did Lisbon’s Post-Colonial Feast (the foods of Brazil, Angola, Cape Verde—how they show up in Portugal today and the important history attached), and would highly recommend. They have several other Lisbon tours.
Lisbon is built on 7 hills and the locals hang out at miradouros, aka viewpoints, where they drink port and tonic (delicious white port served long with lots of ice and fruit) or crisp lager. There are loads dotted around and are all lovely places to soak up the unique atmosphere of Lisbon. For some epic views back to the city, catch the ferry over to Ponto Final, for local dishes and fresh fish. Enjoy!
It's gotten a bit touristy but we always enjoy Cervejaria Ramiro for seafood. Time Out Market. Jeronimos Monastery. Drinking vinho verde at a miradouro. If you like coffee, try a galao — so good! Shopping at La Vida Portuguesa. Day trips to Sintra and Cascais.
Lisbon is SO beautiful! I would definitely recommend the Time Out Market down near the river! They have these markets in a lot of major cities. Chefs from all throughout Lisbon have “booths” here with a small selection of what they serve in their restaurants. A great place to go for lunch or a snack and try a few different items. Also they have a flight of ports that is wonderful!! Also, if you are interested, there is an incredible Botanical Garden (inland from the river). A must see if you like flowers/plants.

Kiosks are everywhere and a perfect way to pause and enjoy a porto tonico or glass of local wine. We took a sailing cruise (just 6 people) and it was a fantastic way to see the big sights! We also did a graffiti tour which was absolutely amazing. Pastéis de Belém is worth the hype. For a great dining experience, I'd suggest Ao26...an amazing vegan restaurant. Have fun, Lisbon us amazing!
Two highlights of Lisbon for me: The National Tile Museum - it's housed in a convent from the 1500s, is so beautiful and peaceful. Also a tour of Sintra-- We used Lisbon Riders (tip from Rick Steves) and found it very enjoyable and interesting. And also Time Out Market. I guess that's actually three highlights!
You’ll love Lisbon. I went for the first time last June for a few days and was blown away - the history! the food! the tiled footpaths! the stylish locals! the feeling of constant celebration! - I can’t wait to go back

Dinner: As Salgadeiras - terrific old school restaurant. Call for a reservation, which was necessary on a Tuesday. Huge portions.

Quiosque do carmo. Went there every evening for four days. Delicious lemonade with mint made from scratch. Porto and tonic and sangria. I dream of it.

We enjoyed this mushroom based restaurant in Lisbon - Santa Clara dos Cogumelos. Reservations were needed. We also loved the tile museum.
